          The procedure for settling such offenses shall be in accordance with state law or rule; provided that the fine shall be doubled if the defendant has settled or been convicted one (1) time of any offense (traffic and parking offenses excluded) within twelve (12) months prior to the date the current offense is alleged to have occurred.  For two (2) or more such settlements or convictions within said twelve-month period, the settlement procedure herein shall not apply and a court appearance shall be required.”  Additionally, any person charged a second time for an offense which requires the maximum fine of $500.00 as a first offense shall be required to appear in court.
